The Institute for Global Policy (IGP) is a research and policy institute dedicated to the promotion of human security, international justice, the prevention of armed conflict and the protection of civilians.  Through an emphasis on the democratization of international and regional organizations and the development and global application of international law, the Institute works to find pragmatic and action-based solutions to some of the world’s most pressing challenges.

The Institute was founded in 1983 by the World Federalist Movement, with which it remains affiliated.  It is co-located in The Hague and New York.

Responsibility to Protect – Engaging Civil Society

The IGP’s Responsibility to Protect – Engaging Civil Society (R2PCS) project was launched in 2003 to promote commitment by the international community to prevent and to respond early and effectively to emerging crises such as genocide and other mass atrocities.  In September 2005, world leaders endorsed a historic declaration affirming their responsibility to protect populations and to act on this responsibility.  The R2PCS network, with over 100 organizations globally, is now working to ensure that international institutions and all levels of government have both the capacity and the will to follow through on this commitment.  Please visit www.responsibilitytoprotect.org.

SELECTION PROCESSES FOR INTERNATIONAL INSTITUTION OFFICIALS

The processes for selecting officials for international political and judicial institutions are often lacking in transparency and other indicators of democracy and legitimacy.   They do not always result in the selection of the most qualified candidates, or reflect a commitment to diversity.  The Institute is working to raise the standards for electing UN General Assembly Presidents, Security Council members and high-level Secretariat officials, including the Secretary-General.  Such efforts were highly successful in the election of judges to the International Criminal Court, and our goal is to ensure that this standard becomes the norm.

NGO Coalition for the International Criminal Court

The International Secretariat for the NGO Coalition for the International Criminal Court (CICC) is provided as a joint WFM-IGP project.  With the Court now formally operational and representing a major advance in the rule of law and the protection of universal human rights, the CICC advocates for worldwide ratification of the Rome Statute, the development of strong implementing legislation, and a Court that is independent, fair, and effective.  Founded more than ten years ago, the CICC is a thriving global network of over 2,000 civil society organizations.  The CICC Secretariat provides support and coordination in the attainment of the Coalition’s goals, and serves as the primary source of information about the Court for both governmental officials and civil society representatives at the national and international level.  Please visit www.iccnow.org.
