The Congress is called by the Council normally every four years, and with no longer intervals than six years to give direction to the Movement. If needed, it can update and revise the governing Statutes.
The Congress elects a Council which meets annually to monitor the progress and activities of the Movement, and can amend the By-Laws as needed. The Congress and Council draw their members from the leaders of the Member and Associated Organizations and individual world federalist supporters.
The last Congress was held in August 2007 in Geneva, Switzerland in conjunction with the 60th Anniversary of the Movement. The latest Council Meeting was held November 2008 in The Hague, The Netherlands.

WFM XXV Congress
WFM successfully held its XXV Congress in Geneva, Switzerland on the occasion of our 60th anniversary, August 27-31 2007. Nearly 200 delegates and observers participated in five days of meetings from Europe, Africa, Latin America, North America and Asia.
A commemoration was graciously arranged by the Swiss Member Organization Weltföderalisten der Schweiz in Montreux to celebrate the 60th anniversary of the Movement.
As a major item of the agenda, the delegates reviewed the Statutes and adopted several amendments to clarify its difference from the By-laws. The Revised Statutes, pending final approval are available for review. The proposal to amend the Statutes to have Co-Presidents was also agreed. Honorable Senator Lois Wilson was elected President until candidates for co-presidencies have been presented.
The policies for the Movement were discussed in four Commissions over two days and we thank the 4 chairs for their commitment and successful quest for compromises. The Final Resolutions are available here . A proposal to create an Individual Members Organization was adopted. A working group was established to discuss the structure, foundation and details of such an organization.
WFM also held a Public Symposium at the Palais des Nations on status of the UN and the pursuit of democratic global governance. It was praised as one of the best events on global governance arranged by WFM. We thank the Geneva Centre for Security Policy for their exceptional hospitality and the World Meteorological Organization for allowing us to make use of their beautiful facilities.
