Mr. Takahiro Katsumi is currently Foreign Policy Aide to Senator Tadashi Inuzuka, a member of the House of Councillors of the Japanese National Diet and Secretary General of the Japanese Chapter of Parliamentarians for Global Action (PGA). Due to the Senator’s position as former Vice Foreign Minister of the Next Cabinet in the Democratic Party of Japan as well as a Board Member of the Executive Committee of PGA, Mr. Katsumi acts as aide in both affairs of the Diet and the PGA. In his line of work, Mr. Katsumi has worked on the issues of international finance via launch of a multiparty Parliamentary Group on International Solidarity Levies (PGISL) and his subsequent placement as the secretariat officer of that group, as well as on a UN Emergency Peace Service (UNEPS) initiative led by a international coalition led by Global Action to Prevent War and Armed Conflict (GAPW).
In his individual capacity, Takahiro Katsumi also serves as the Secretary General for the Japanese Network for the International Criminal Court, or JNICC. The JNICC, which is also a part of a global coalition known as the CICC or Coalition for the International Criminal Court, is a civil network of national experts advocating for an effective and functional International Criminal Court.
In almost ten years of his advocacy work, Mr. Katsumi has represented the Japanese civil society in various occasions such as in the Asian Regional Experts Meetings (Bangkok, Guiyang, Jakarta, Hanoi, 2002-2004, 2006-2008) and in the Assembly of State Parties for the ICC (New York, The Hague, 2002-2004, 2006-2008). Mr. Katsumi has also attended the PGA’s round-table discussion (Jakarta, Feb 2008) as representative of the Japanese Diet, as well as conferences on Responsibility to Protect (Berkeley, Mar 2007), UN Emergency Peace Service (Brisbane, Feb 2008) as well as Leading Group on Solidarity Levies to Fund Development (Dakar, Apr 2008).
